For me, Fantasizing is a thought....cheating would be the acting out of that fantasy without the knowledge of your partner in a deliberate attempt to deceive.

No. Fantasies are just thoughts used to arouse. Cheating is the act, not the thought. And it means different things in different relationships. My wife and I have rules in our open relationship, and the number one rule is that we always tell one another about new potential lovers. For us, cheating would be having sex with someone and keeping it concealed from one another.

Not really know anyone in France who is religious, not really ever talk about that, and not like French beer so much or know the Euro cost in Paris now.
Should be easy to look up though.

But even I know the Christian Bible says not to covet, to lust after or to long for with great desire,...to fantasize, and to relate it in direct context with this thread topic,
if you are dedicated to someone, but fantasize about another then you are committing adultery,...cheating, which is also a sin.
So as I basically said in my comment...anyone who is religious and take their Bible literally, may or should consider simple fantasizing about another as cheating.
