Personally, I wouldn't even wear that dress around the house, let alone out in public; no way I can see to wear a bra with it, and even wearing panties would be a challenge, given the low back and the extraordinarily short skirt length. And for less than USD$20, there's not going to be a lot of substance to what little fabric there is in the dress.

I will say that I think this dress is tacky and not at all sexy, and I don't even need to see that $17.59 price tag to know it's cheaply made. All that's missing is a pair of those clunky, transparent porn heels.
And I'm not saying any of this to sound like a snob. I've seen great dresses at the $20 or less mark.
And I'm also not saying this because of the style of the dress, because I've seen club-style dresses way more revealing than this that didn't come close to looking as tacky.
She could have gone in so many directions if she wanted to do the sexy/eye-catching thing. High-waist skirt with a crop top. Maybe some lace. A sexy little spliced number. The options were endless, and she went with this look.
I mean it'll get the job done as far as showing skin and getting loads of attention because dudes and their penises and whatnot. But damn...you can do this kind of shit in style if you really want to.
The thing that should concern you the most are her fashion choices. This dress looks like one of those slutty costume fail pics you see on the internet the day after Halloween.
