I'm not sure I understand. They're in there when you buy them, not? Assuming that is indeed the case (it is over here where I live), then removing them before use makes no difference to removing them when emptied. Or am I missing something? Enlighten me!

Aha, I haven't seen those around here. I do put the empty rolls with the paper trash though of course, for recycling. I like to think that helps too ;)

You can also check with local schools to see if they are in need of these. My school's science department is asking for them for a future science experiment (I'm not sure what as I'm not a science teacher.) This way they are recycled and the cash-strapped school have the supplies they need and you're not spending extra money to help.

That's not allowed here anymore since a decade or so I believe. Those rolls were used for all kinds of handicrafts stuff in kindergarten, but as they spend an important part of their lives in lavatories that turned out not be very hygienic.

I understand the reasoning but it's sad. I loved craft/art day and had a whole list of things you could make with them. I could keep a class occupied for a whole morning.

You can do the same with paper towel cardboard tubes, just cut them in half.

As for the over/under question, neither. I raised a house full of boys who were too lazy to ever put a new roll on. For tradition, we just keep putting the roll on the shelf next to the reading throne in each bathroom. Problem solved at least in my house.

Like you say, with a bit of creativity you can do similar things.

I can imagine that these days companies have better recycling procedures within their organizations and therefore produce less waste, but when I grew up my mom always seemed to have plenty of addresses to get good quality waste materials from that we used to make stuff with as kids. There's more than lollipop sticks, empty toilet rolls and macaroni for kids to be creative with ;)

Maybe where you are at, but not necessarily everywhere. However, if you or anyone you know is freaked out about this, you can donate paper towel rolls (the inner cores) when you finish with those. My suggestion was just that... a suggestion for a possible solution instead of just filling up the landfill with them.
