I highly recommend you do a lot of research and work to find the best tattoo artists in your area, even if you have to travel. There is no substitute for high quality. It will cost you more but it's worth it.
I now have both upper arms and much of my shoulders tattood. My upper back is tattood and my chest, and also some tats on my lower outside legs.
Go for something artistic, and something meaningful.
One thing to consider is your career/job. Will a visible tattoo prevent you from getting a job promotion or your dream job? If so, make sure that any tattoos can be covered by your work attire. I wear a suit and tie to work so that does give me a lot of options.

I believe a tattoo on a woman is grossly disfiguring.
Those on a waitress arms can be most off putting.

I like tattoos are nice if they are only one or two pretty ones. I have temporary ones that I can ring the changes according to my mood at the time.
I adore my husband's tattoo, which is in an Irezumi style. It's a half-sleeve of a kitsune smoking a kiseru, surrounded by the smoke, some flowers and leaves. He's going to eventually get the other arm done. I quite like watercolour flowers too and some neo-traditional ones.
To each his/her own, but I have never understood why anyone would junk up a perfectly beautiful body with tattoos. That being said, I have a heart on my left butt cheek.
I'll never understand marking a beautiful body with Grafitti…. It's your choice but mine will remain pure and soft.

Also make sure you are getting it because you want it not because someone says you need one.
I like sleeves that are black not colorful and I like hip tats on females... I think they are sexy as long as they aren't completely covered
