FYI: I am Dutch.
Language does change at the borders for the most part, even at the Dutch/Belgian border the accents change, even though both sides speak Dutch. Sure the accents/dialects in different languages around borders seem to influence each other and sometimes the whole base language crosses the border, but penis size is not related to language. If it were then a separate mention of Frisian would make more sense.
And if we go back to tribes then in the end we're all African. Anyway, I think it's a nonsensical grouping, especially since 'German' itself is not mentioned. Hopefully your source can explain why.

You not only seem to mix up language and ethnicity, but also ethnicity and nationality. The fact that I'm Dutch doesn't necessarily mean my ancestors belonged to some Germanic tribe.
Also Dutch is not some form of German, like Flemish is a form of Dutch. Dutch and German have the same roots for sure, and they both belong to the same family of Germanic languages. But that doesn't mean that Dutch is a form of German ("Germanic" is not "a form of German").

No. Holland is actually just a part of the Netherland, but often used to refer to the whole of it. In the Netherlands people speak Dutch (or Frisian in Frisia, like Holland another part of the Netherlands). Frisian and Dutch are language on their own, not dialects. There's also Limburgish, which in the Netherlands is considered a Dutch dialect, but on a European level is seen as regional language. With languages there's never a clear family tree. There are always many kinds of influences that don't follow the ancestor/descendants line.
Dutch, German, Frisian and Flemish and Limburgish are all West Germanic languages.
Afrikaans is descendant from (old) Dutch, but it's an entire separate language now. Just like Dutch, German and Frisian are separate language these days (they all separated much earlier on though).
The terms Dutch, Holland and the Netherlands are quite confusing. A bit like English, Great Britain and the UK I guess. But in practical terms neither is as complex as the regional/language configuration of Belgium ;)
