Most guys are excited at the idea of seeing a woman in lingerie, but probably not all are turned on by the actual undergarments themselves. Some are though - so it becomes a fetish. I don't think anyone would say there's anything wrong with that - as long as it's understood that a casual display like a laundry line isn't out of the norm for women because we assume most people just see it as clothes.
