Because we are a federation of states that mostly make their own criminal laws, except where a convincing case is made that a particular crime is of national or interstate concern. Even murder laws, for the most part, are defined by the states. Lots of variation in what constitutes first versus second or third degree murder, versus manslaughter, etc. from one state to another. Some states don't even have vehicular homicide laws.
