Because we are a federation of states that mostly make their own criminal laws, except where a convincing case is made that a particular crime is of national or interstate concern. Even murder laws, for the most part, are defined by the states. Lots of variation in what constitutes first versus second or third degree murder, versus manslaughter, etc. from one state to another. Some states don't even have vehicular homicide laws.

Drinking ages used to vary widely too (some states 18, some 19, some 21; some had younger ages for active servicemembers than the general public) until the federal government stepped in and threatened to withhold highway funding from states that didn't make it 21. Even today, we do not technically have a federal drinking age, but rather fifty individual state laws declaring 21 as the age.

FWIW, the state in which I slept with a 17-year-old had a statutory minimum of 16 - unless it involved a power relationship (employer-employee or teacher-student, for example), in which case the age of consent was 18. Seems a good way to do it, but I've also lived in states where the age was 18 for everyone, which seems a bit high to me but everyone accepted it as the norm because that's what it always was.
