If it's not about what you do, but who you do it with, then you're actually saying that unprotected straight sex is safer that protected male-on-male sex, at least in the eyes of the CDC and FDA. I find it hard to believe that that's true.

The article you've quoted also says:

This suggests that it is in fact about what you do and not just merely with who you do it. Still the questionaire you posted earlier doesn't seem to make any distinction bestween safe and unsafe sex. I find that strange.
