I wear short skirts and dresses without knickers frequently.
I can't think of any forbidden places as such. However one very public place springs to mind.

when I wear an open bottom girdle under my skirt or dress to work, I rarely wear panties, because I would have to nearly undress to pee if I were wearing panties. It's so much easier to be open. Tho my skirts are usually just at or above my knee, so my stocking tops never show at work.
