IMO whether intended or not its just another avenue of receiving a compliment from a stranger. No harm in that and like normal compliments it doesn't mean anything .
I don't do things with my body that are not intentional. So a little upskirt my intent is pretty clear.
I think I do it far more on purpose than I do it accidentally
