The real solution to systemic inequality (racism/marginalization) is systemic equality. It's not enough to remove racist policies, because those policies were impactful enough to form the basis of society's structures, policies, and patterns that are embedded in our education systems, employment, healthcare, systems of ownership, etc.
Because the problem is systemic, the solution must also be systemic, and thus can't be a band-aid of "Here's money for everyone, let's pretend the last few centuries didn't happen and everyone who's struggling is on equal footing." Policies that focus on building up communities most harmed by the legacy of systemic inequality will foster systemic equality.
