However, if guys aren't wolf whistling, like in days gone by, it's probably due to concerns about confrontations since everyone is so hypersensitive anymore.

I've never heard one outside an old cartoon and even then it was often used to make the blower look like just that, a blower. Maybe it could be done as ironically retro among friends today, but done seriously at large? A dangerous play in my neighborhood. Those lips might not pucker again for a while.
