So this has been bothering me its a really small detail but whenever i post something the time is always wrong im writing thos on July 19 @ 8:38 yet it will post as a completely different time why is that ? just curious and is there any way to fix it ?

The forum software is rather limited, it's based on where the server is located, there's no option to set it individually, for your local time.

It has never been right even though the timezone of the forum matches where the server is.

We just have to live with it, sorry.
