I was putting the finishing touches on a piece that has a lot of winter elements to it and realized there may be a upcoming competition that it may be appropriate for.
Can you submit works you’ve already published to competitions or should I possibly sit on it and see if the winter/holiday competition is appropriate for it?

Nope. But if it's something you've started ages ago and not published, then by all means you can twist it to fit the comp.
