Some studies have found that Viagra does indeed work for some women, but I don't think the research is that extensive...and I know it hasn't been FDA approved for women.
The way Viagra works for men, it gives you a hard-on to get the job done. That hard-on is fairly superficial (I hate to say it). You don't have to be aroused or anything for this hard-on to happen. You take the pill, and BAM! Erection.
As far as there not being a pill for women, most of our arousal issues aren't tangible. They can be psychological. Or caused by stress, depression, medical ailments and chronic conditions like diabetes, etc.
It can also have something to do with how close she feels with her partner.
It's more difficult for some women to orgasm than others, and she may be worried about this while engaging in sex, and the anxiety factor may outweigh her desire factor.
Do you see why a magic pill couldn't make all this go away?
But with that being said, there are some things that exist for women with arousal problems, like hormonal treatments or creams and other things that stimulate the clit. But these don't work for all women, just like Viagra and the like doesn't work for all men.

Have had lots of experience with Viagra use in the swinging scene.
It is not an instant erection medication as suggested in Dani's post above. All Viagra does is allow the blood flow into the penis more easily, so that when it is stimulated it can become erect. It is definitely not an instant boner. You still need to play with the cock /man to stimulate it to erection.
There are other drugs that create the fairly instant erection but these are injected into the side of the penis. It is very effective and an erection lasts a couple of hours, even after the guy has cum, even multiple times. It subsides only slightly and then gets hard again really quickly. Great for use in the orgy / group sex parties. But you need a Doctors prescription as it's for the treatment of erectile dysfunction.
Have tried Viagra myself as a 'why not give it a go', but didn't make any difference that I could discern. It gave me a headache behind the eyes though, which is a common side effect of the drug apparently. Switches out the lights on sex pretty quickly.

Sildenafil (Viagra) and its me-toos (tadalafil and vardenafil) operates by inhibiting a specific phosphodiesterase and increasing blood flow to the genitals (and coincidentally, the lungs). It doesn't do anything to increase libido. It should increase blood flow in both males and females, and to the extent that a particular woman's dysfunction is related to pelvic blood flow it could help. Otherwise, probably not.
Incidentally, sildenafil is also used to treat arterial pulmonary hypertension.
As LuvitAll notes above, there are other drugs used to treat erectile dysfunction that do produce erections in the absence of sexual arousal. One that I know of is prostaglandin E1, which has to be injected into the corpora cavernosum. It doesn't sound like tremendous fun to me, but I guess if I had a guy who needed it I'd find a way to deal.
It's important to note that there aren't many clinical trials of these drugs for recreational use. What studies there are usually show large placebo effects. In other words, if a clinically normal person believes it will work it likely will work.
