Yes. When you set up a photo album, you have the option of either leaving it publicly available, viewable to friends only, or you can pick and choose what friends can see it. The option is available on the second page after starting the album.
You can edit an existing album in the same manner.
Image Gallery photos are a little different, as you can hide or show each individual image.
