Notifications bell

This is nothing major, but I am curious about something.

From time to time, the bell in my upper right-hand corner will display the #1, but there are no notifications present.

I have seen that before, so I know it goes away eventually. Any idea what causes this?

The activity feed aspect of the site is scheduled for a revamp. However it will not now be early 2024 as the above thread suggests.
