Not sure whats going on here since there doesnt appear to be an answer to the OP.
Just in case anyone wants to know:
Navigate to profile menu option Settings > Privacy and you can manage your blocked list from there.

An add on, once you've unblocked, let that action process. User may still show up on block section but set it and forget it. I repeat, unblock once and let it process.
