When you "full black" a person, does it prevent them from viewing your profile or just black them from contacting you?

They can't contact you directly, but they can still see you and everything you post, and can quote, vote and comment on posts you make. You just can't see what they are saying.

Neat, huh?

If you hit "Quote" on a blocked person's post, you can see what they wrote, if you really want to know.
Yes, that's what a full block is.

User can't inbox you but you can inbox them.

User can see if you post on any thread but you don't see what they post.

If when your in chatroom, they won't see you active in room.

That's what a block is. You don't see them but they see you in certain parts of the site.
It kind of defeats the purpose of blocking someone, huh? lol
Not really a block then is it

No. Seeing as you find the person to be annoying or whatever it may be, you've chosen to not see their post but they can see yours.

Oh, and a user can't rate or comment on your stories either.

Unless that's been changed.

It makes little sense to block a user unless said user has sent inbox messages or sends unwanted pvt chat request.

Edit: blocking a user prevents you from seeing them interact w/ the site and it makes perfect sense as you don't wish to interact w/ them.
