I have done some searching, some reddit pages worth noting but even those have started to drop off. Try asking on the sissy reddits. /r/SissyDresses has some nice people who may be able to point you the right direction.

Unfortunately whichever site you use you will find scammers, bots and timewasters. You just have to wade through those.

Maybe try Fetlife which has some boards dedicated to various fetishes/kinks and some are very geographically centred. Fetlife is not a dating site - it's clear about that, but there's no reason why it shouldn't be used as one and it also promotes events in your specific location where you can obviously meet people.
