My guess...rookie cop - first or second guy he'd ever pulled over for a driving violation.
That would almost be enough to make me walk up to the other driver I had pulled over and write him a warning violation and wish him a nice day. Then I think I'd drive over to the donut shop for breakfast, call my buddy Shameless and invite him to join me.
