so do guys tend to smell funky down there or is it just a select few?

What kind of smell are we talking about? It could very well be groin sweat and there's not a lot he can do about that apart from regular washing. However, if it's a different kind of 'funky' smell then either he is not cleaning his genitals thoroughly enough (if he is uncircumcised, say) or he could have some sort of fungal infection (although you probably would have noticed).

I would say, if the problem is persistent, have him speak with his doctor about it. It might (and probably will) be nothing.
