The internet is overwhelmed with guys who claim to have 10 inches of penis size smile

1. No idea. Some researcher must have graphed it and published means, standard deviations (no, not that kind of deviation), etc. but I don't have it handy.

2. I have measured but rarely talk about size save when it is appropriate. Even in my stories. I generally don't get that specific, just "long" or "thick" or whatever is appropriate.

On the internet, there is no one to verify one's claims. Hence, one can claim whatever he/she wants to. Now, regarding your questions,

1. It depends on where you are. If you check the demographics regarding the size, you will find that certain places have a bigger average size than the other areas. Hence, you're more likely to find the size you need in that area.

2. Yes, the ruler is often the standard measurement for guys.

I haven't measured it in years, but I was average length then. I had hernia surgery a while back, and I was shocked when the swelling made it look like I had a 3 inch penis. Very good. I have heard of a good study that shows the average is less than
5 in. Only 10% bigger than 6in. Pretty much supports your chart. If you statistatics and bell curves doesn't leave much the farther out you get.

Now of those that are truly bigger than 7 in. How many are available. How many are gay, married, not in a promicous lifestyle. Just because you have a large cock doesn't mean you have good stamina. Of that even smaller subset how many guys to you want to be around.
