The edit is more important than the first draft.
I'd say "yes and no" to this. Sometimes my first drafts suck. But not always. "Dirty Old Man of Dundee Hill", my comp entry, was probably 90% finished on first draft once I came up with the ending. The editing was purely polishing and it was probably publishable at that point, but not comp-worthy. But all that happened with me stone-cold sober.
