Does masturbation infer orgasm?

In a sex story, or in general terms does mentioning having masturbated infer that an orgasm was experienced? Or could a person / character just simply go through the motions and enjoy as much without culminating in a physical release; and how much detail should be given in communicating how much or how far a person / character went?

I don't know, what do you think? Is this in respect to a story you're trying to write, and if so, is it a problem for you as a writer?

Unless the person was interrupted half-way through, as a reader I'd assume they'd finished what they'd started.

If it's an important part of your story, I think detail's needed to draw the reader into the scene. If it's not important to your plot or character development, then it's not necessary for the reader to know and should be left out.
