Good question. It's a matter of being flexible enough and long enough. If he can do it at all, it's likely he would only be able to lick or suck (his choice) the glans.

When I was younger, I heard of and tried a technique that is supposed to get your penis as close as possible to your mouth. Note: over a long time, this will slowly suffocate you (takes over 1/2 hour). It was not worth it and it did not work for me due to insufficient length for my spine curving ability.

The technique is to approximate an incomplete somersault. I used to be able to when I was younger (I only had a 6 incher, too. I was a flexible teenager!).
