I think it would depend on how you define follower and leader.
Dominant/Submissive are very definitive words, harsh words in some ways not open to much variation. There are situations where people follow by choice and that choice can be revoked. In that case the leader is dependent on the followers for maintaining her position. She holds her power by charisma and her ability to convince others to follow.
On the other hand, there is always another hand, in a military culture dominance and submission are compelled sometimes by brutal force. In this case the leader can force submission. There is no free will involved.
Of course there are Lushies who find dominant/submissive themes very arousing, where words like hard and moist and cuffs and on your knees and ... come into play.
